BUG-1:
After turning on the encryption function once and turning it off, it will fail to turn it on next time.

BUG-2:
The encryption and decryption of the external storage SFTP are still faulty.
resume：
1）Executing php occ encryption:encrypt-all command failed to encrypt the file in the external storage SFTP.

2）The php occ encryption:decrypt-all command was executed, and the file in the external storage SFTP was not successfully decrypted (the effect was that the file disappeared).

I uploaded nextcloud.log, please help me analyze it.
