Bug description

Bug:
I upgraded from 31.0.10 to 32.0.1 and all my apps are gone. No calendar, contacts, deck, passwords, NextPod, Mail, Memories, Forms are any more available.
Thanks to proxmox and my nextcloud server installed on an dietpi vm, I made a backup before and restored my backup. Otherwise this is a fatal error.
Steps to reproduce
- upgrade from 31.010 to 32.0.1
- open nextcloud
- check if metioned apps are still there
Expected behavior
All apps should be in status active after the upgrade.
