[Bug]: (Files) Setting a reminder for a file ignores the timezone #52515

Bug description
Setting a file reminder through the Files app ignores the user's timezone and saves it using UTC time.
I live in Brazil, so my timezone is UTC-3.
To test this, I used the following:
After running occ files:reminders, it saved this:
Steps to reproduce
- Set a reminder for a file in the Files app.
- Observe, using
occ files:reminders, that the timezone was ignored.
Expected behavior
The timezone should be respected when saving the reminder.
