Tags and Favorite icon location in File Detail tab

The functionality to create Tags is a bit hard to find.
You really need to know that you have to go to the Details view, then the three dots in the top right corner and choose Tags here.

Suggestion is to directly show the icon of Tags or Favorites in the details view, that you have 1 less click?

Suggestion to make it slightly more findable
Our suggestion is to place the icons directly visible at the top right, possibly with a hover or something that the description will be shown. Functionality after clicking the Tags icon can remain the same, that seems clear enough.

From @mejo- : maybe we somehow could make it more obvious that tags are server-wide and visible to all accounts on the instance? I got the feedback that this is confusing and unclear several times in the past.

@susnux But using "Manage tags" seems not to be the same as using the details bar. E.g. workflows which shall betriggered by tagging are not executed in case of "Manage tags" (probably some emit call is missing or broken). I can't find the issue report on the first view but saw something about it here or at help.nextcloud.com.

This was already discussed in the past and decided that icon only is not a way we want design-wise:

We are currently on NC30, where some of your screenshots do not match our view. The tag option are not yet in the 3-dots file menu there. However, through that menu, it looks like you can only assign existing tags and not add new ones.
