Steps to reproduce

1. Enable guests app
2. disallow external in the guests app

Expected behaviour

Links should be hidden from the menu when guests don't have access to the app.

Actual behaviour

Links still appear in the menu without an icon

Web server: Apache/Nginx

Database: MySQL/Maria/SQLite/PostgreSQL
