cannot download from store

i get the error 0x8a150044 when try downloading it via winget.

when i open the ms store, it does not show the download button.

i am on an surface pro x.

any idea?

And when you see the download button remains unavailable, this product haven't been provided in your country or region. You can refer to https://aka.ms/PCManagerOFL30101 for a EXE formatted installer.
