Reqrite QxtLoggerEngine Interface to use Targets instead of Levels

We're moving from using the static Log Levels to Log Targets. Update the QxtLoggerEngine base class and all libQxt-provided subclasses (QxtAbstractLoggerEngine, etc) to follow suit.
