Possibly migrate off of ci-docker-bases #764
Description
We want to retire ci-docker-bases. In order to do so, all projects using it must migrate their use to something else. Normandy is one of those projects. Whether Normandy should be sunset first, thus obviating this concern (see mozilla/normandy#2338), remains to be determined.
