project resubmission popup formatting string syntax error

Describe the bug

on the rinth site, formatting tags are not properly applied and escaping to string output.

Steps to reproduce

1. submit a bad project that doesn't comply with the rules.
2. wait until moderators reject it.
3. resolve and fix the problem.
4. press 'Resubmit for review' on project management page.

Expected behavior

assuming the project name is Fabric API, it should display as...

You're submitting Fabric API to be reviewed again by the moderators.
