[RAPL] Make a script to help users having the good permissions

Is your feature request related to a problem? Please describe.

RAPL files are not readable by a simple user.

Describe the solution you'd like

It will be nice to provide our users a script that configure their machine properly.

This script could be a shell script that do the same thing as our Ansible script, but without needing Ansible.

Describe alternatives you've considered

We provide a command line and documentation but we could do better.

Is #1010 a duplicate of this issue? If these permissions get reset on reboot then having a persistent fix like that seems better

As @ibgp2 mentioned in #1010 maybe the sysfs config we do in Ansible has also to be changed for systemd : prometheus/node_exporter#1892 (comment)

Or support both for distribution that does not use systemd.
