Issues view fails to load or refresh until a git commit is performed

Description

I am experiencing a very unreliable behavior with the Issues panel. Often, it remains empty or fails to load any issues upon opening VS Code or switching branches. The only thing that consistently "wakes it up" and forces a refresh is performing a git commit.

Interestingly, Notifications and Pull Requests work perfectly fine and stay updated. The issue is specific to the "Issues" view.

Steps to reproduce:

1. Open a repository with GitHub Issues.
2. Open the GitHub panel -> Issues section.
3. Observe it's empty or stuck loading.
4. Make a small change and commit it.
5. The Issues list suddenly populates.

Expected behavior

The Issues panel should refresh automatically when the repository is opened or when the refresh interval is reached, without requiring a git commit as a trigger.

Actual behavior

The Issues list is often blank/stuck until a git operation (commit) is performed.
