To Comment azure-pipelines PR #15781

Summary
Whenever azure-pipelines raises PR, we manually need to trigger the pipelines by commenting
/azp run PR
It would be better , if our workflow comment it whenever azure-pipelines raises the PR
Motivation
This will reduce the manual dependency.
