Can Copilot be used to format Excel files into a standard template?

Hi, I'm exploring whether Copilot can assist with a task like this:

I have 3 Excel files with different formatting. Each file contains specifications for a browser UI (some text is in red or in speech bubbles).
I want to convert them into a single unified format based on an Excel template.

Is this feasible using Copilot (in Excel or VS Code)?
If so, do you have any best practices, examples, or suggested prompts?
