Repro Steps
Startup Windows system, open a terminal (Windows Terminal, Powershell, etc.) , run wsl usually leads to a slow startup.
P.S. I have applied some experimental features to .wslconfig:

Expected Behavior
WSL starts up and opens distro within seconds on typing wsl or wsl -d Ubuntu in terminal. The debug console message at normal startup behaves like:

Actual Behavior
Sometimes (especially on the first startup of WSL after the startup of Windows), terminal shows no response over 15 minutes or more after I execute wsl.exe. During this time, I tried to execute wsl-related commands like wsl -l -v in another terminal, but sadly there are no response. However, if WSL happens to startup successfully, a second startup will be fast.
I also found that the WSL debug console stucks at hv_balloon: Max. dynamic memory size: 16236 MB if this problem occurs. I am using a 32GB RAM computer and I apply no restrictions to RAM allocation to WSL, so WSL has been allocated 16GB of RAM.

Repro Steps
Startup Windows system, open a terminal (Windows Terminal, Powershell, etc.) , run
wslusually leads to a slow startup.P.S. I have applied some experimental features to
.wslconfig:Expected Behavior
WSL starts up and opens distro within seconds on typing
wslorwsl -d Ubuntuin terminal. The debug console message at normal startup behaves like:Actual Behavior
Sometimes (especially on the first startup of WSL after the startup of Windows), terminal shows no response over 15 minutes or more after I execute
wsl.exe. During this time, I tried to execute wsl-related commands likewsl -l -vin another terminal, but sadly there are no response. However, if WSL happens to startup successfully, a second startup will be fast.I also found that the WSL debug console stucks at hv_balloon: Max. dynamic memory size: 16236 MB if this problem occurs. I am using a 32GB RAM computer and I apply no restrictions to RAM allocation to WSL, so WSL has been allocated 16GB of RAM.
