[Issue] SetupAssist - Missing SRV Record #2330

Describe the issue
In a recent case that I had with Exchange Failing to install, we were missing the root domain's SRV record that caused Setup to fail when trying to run Add-RoutingGroupMember -DomainController $RoleDomainController -ServerName $RoleNetBIOSName on the server.
Expected behavior
See if we can come up with a test to catch this issue.
