Tried to sign in using "azure".
No browser window is opened, and the operation eventually times out.
Default browser is Safari.

Root Cause Analysis

This issue shares a root cause with #8997. The sign-in redirect fails because the ServiceHub controller cannot start — it's a framework-dependent .NET app, and on macOS ARM64 with Homebrew-installed .NET, the runtime is at /opt/homebrew/share/dotnet which .NET's default host resolution doesn't check. When ServiceHub fails, authentication cannot proceed, so the login page never opens.

Fix: Added a DotnetResolver utility that probes for the .NET installation and sets DOTNET_ROOT before ServiceHub launch.
