Work on the partitioning algorithm

• after reading some papers and talking with friends, the partition algorithm will split where epsilon is greater than the distance. Where the distance function that will be used is the strongest strong distance described in the paper highlighted in this tweet (with my notes) https://twitter.com/McCurdyColton/status/1179024173664002049.

Both edge weights and the epsilon value will be configurable via cli flags and a config file.
