CEF Desktop Support

The dependencies currently provide us with the ability to build the CEF WebView on desktop, but the desktop runtime is still Windows only. Linux and Mac can be supported by expanding the runtime to use CEF on non-Windows platforms. This will require some of the existing code to be modified to handle Chromium's startup needs, but other than that the impact on existing code should be negligible.
