Conflict with portal creation

I noticed that I can't create a new portal with this module enabled. I think there's a conflict where DNN is adding new files to the database during the portal creation process but the files are already added through the file watcher. Would an appropriate solution be to sleep the thread for a second or two?

I'm thinking there should be some type of ignore routine if the application is in the state of portal creation. Will have to see if that's possible to determine.

It's likely this is not the only scenario this may also come up. During an application upgrade which I haven't tested for my also cause issues
