Commands for managing translations

Additionally to a GUI it was helpful to have commands to query for certain translations and to modify, add or remove them from the command-line.

Tasks:

• new command for translation check by key, locale
• new command for translation cache check and flush

Does it would be possible to add an option on the import command to not update existing translations? That way, it would be possible to generate .yml files with the translation:update command and then just import new lines with the asm:translations:import command without modifying existing ones.
