Tile-level properties (Values)

Before Layers tile could have general tile metadata tags, such as:

• x, y, zoom - tile coordinates could be standard, maybe even mandatory. Enables decoding tile data without knowing the context (URL, full file path) of it.
• User-defined tags - whatever encoder wishes to add there: source, update date, copyright, link to docs etc
