Improve accessibility of Makeability Lab website

We have the shameful position of being the worst-rated accessibility of all Allen School labs. We need to do better (a major part of the issue, I suspect, is that the lab website started ~14 years ago... and just needs to be modernized in many ways, which I'm trying; a second contributing factor is that its double counting some sites due to how we route urls).

OK, I just made a huge amount of changes here: #1242. Need to do another scan but we should be on the right track.

The new Accessibility Report hasn't been run on the new codebase yet but just putting this here so we can compare.

It says we have 29,322 issues found.

Accessibility issues:

Accessibility issues are issues that have been found within the website that could create barriers for website visitors utilizing the website. Accessibility issues are reported based on the Web Content Accessibility Guidelines (WCAG) version 2.1 and Section 508.

Web Content Accessibility Guidelines (WCAG):

Web Content Accessibility Guidelines (WCAG) 2.1 was created by the World Wide Web Consortium (W3C) through the Web Accessibility Initiative (WAI) group. The WCAG 2.1 guidelines are considered the industry standard.

WCAG evaluates and releases updates to the guidelines as technology and the understanding of accessibility evolves. WCAG initially released WCAG 1.0 and is now on WCAG 2.1. Releases of standards are generally backward-compatible but may result in additional rules being added to the DubBot Accessibility tool checks.

The DubBot Accessibility tool checks to the WCAG 2.1 standard.

New accessibility report dropped. We cut the number of issues by half. Need to investigate to determine why more aren't resolved...

In scanning over the report, it seems to me that they're not grabbing the newest CSS (I wonder if they use caching)
