Update vllm-cpu organization image #4436

🤔 What is the technical debt you think should be addressed?
The vllm-cpu in the llamastack Quay org hasn't been updated in 5 months: https://quay.io/repository/llamastack/vllm-cpu?tab=tags
Meanwhile, we are using an image from @derekhiggins's personal account: https://github.com/llamastack/llama-stack/blob/main/.github/actions/setup-vllm/action.yml#L14
While we love Derek, it would probably be best to update the org image and use that instead
💡 What is the benefit of addressing this technical debt?
Org testing not dependent on pulling from a personal Quay account
