Request capability to modify keyboard shortcuts

I would like to be able to change the keyboard shortcuts. I have tried modifying ~config/xed/accels, but Xed just changes the file back to the way it was and doesn't alter its behavior. That file appears to be for documentation only. It would be nice to be able to modify the shortcuts.
