Update Manager overtakes cursor while installing updates #1046

Describe the bug
Update Manager and/or its progress bar surfaces and moves cursor the center of the screen while (or right after) installing updates thus interrupting work. Flatpak progress bar also appears in workspaces other than where Update Manager is thus capturing the cursor.

To Reproduce
Steps to reproduce the behavior:

  1. Open Update Manager with updates available
  2. Click Install Updates
  3. Minimize Manager window
    3.1. Optional: switch to another workspace
  4. Do work (write text, click around to edit) during the duration of package updates
  5. Progress bar appears while downloading/installing updates
  6. Update Manager surfaces checking for updates after install

Expected behavior
When minimized upon starting updates it should stay minimized not interrupting user with progress bars or resurfacing, progress bars not appearing in active workspace unless Update Manager has focus.
