How do I configure per-user storage limits?

Per user request rate limiting should be configured at infra level, either by using rate-limit-by-key policies of cloud providers
or by fronting this service with a nginx proxy with simple rate-limit per jwt token.

For storage limits, we should definitely add stricter per request storage limits.
But I don't think there is an easy solve for total storage limit per user(within the service).

Not sure how this is supposed to be run in production if there's not per-user total storage size limits? That seems like a very basic feature that is absolutely required, otherwise people are just gonna back up their full hard drive on any available VSS instance.
