Describe the story
Add support for LocalStack. Enable developers to run this Lambda microservice component locally and to test the interaction points with AWS services like DynamoDB and SNS.
Create a LocalStack Guide in the docs to provide practical information for new machine setup of LocalStack.
Acceptance criteria
Provide clear acceptance criteria to validate the story is complete.
Gherkin syntax example:
Given the 'PERSONA' has 'DONE SOMETHING'
When the 'PERSONA' does 'ONE THING'
