[CI] Enhance automated dependency updater workflow

Current Behavior

This workflow creates pull requests in dependent projects each time that a Sistent release is made - https://github.com/layer5io/sistent/blob/master/.github/workflows/notify-dependents.yml.

Let's permanently make the following enhancement in the screenshot.

Desired Behavior

Ensure that the caret symbol ^ is included in the automated version number bump.
