bug(windows)ː selecting a just installed keyboard with an already open application only outputs the base keyboard

I will edit this later I just need to make the issue while it is fresh . This is an issue on Windows 11 amd64 as well as Arm (WoA)

Steps to reproduce Install Keyman on a Windows 11 machine

1. Install a Keyboard layout
2. Open notepad and verify you can type with this keyboard layout. Leave Notepad open
3. Install a different keyboard layout. (In discovering the bug and reproducing it was sil_ipa, plus a number of other randomly selected.)
4. Go back to notpad and select the new keyboard layout (ipa)
5. It does not work just the base keyboard characters are output
6. In notepad open a new tab observe this works fine.
7. Open a new application and observer the new keyboard layout works here also.

Notes: Further testing with Word showed the same results as notepad. If Word was closed then open again it worked.

I think this maybe the same underlying problem in Windows 11 as issue #15135. Both resolve by restart the application, or a restart of Windows. However, will keep separate issues until certain.
