Create a docker-compose-dev file only for development

Currently we have some docker-compose files that are used for deployment, would be good to have a file only for development environment

What would change in that file that can't be accomplished by using envs?

@AmadeusK525 Denys has changed some things in the docker-compose for the staging setup (like not exporting some ports), so for local development we now have to keep changing it by hand

Another good inclusion would be to mount our local path on the containers, for hot reload.
