Make first half of french translation of regulators.yaml (#155)

I have translated in French the first half of text of the file data/regulators.yaml. For things we can do with regulators, meaning who to contact.
It include the translation of everything in USA and the translation of things that are in the foldable section of UE. I didn't check if any of the link had a French version, thus leaving what was previous here or the English one.
I made some correction for things already translated.
When a State has exactly the same name in English and in French, I have still added the name's line, for people to know that the name translation is done for French.

By the way, I am a native French speaker.
