Add more project description to README

I'm not really sure what type of gitweb/Bugzilla integration this tool offers? Maybe beef up the README to add more detail about? I was looking for a tool that inserts hyperlinks into gitweb commit messages that contain references (like "Fixed Bug 500) to Bugzilla bug 500. Is this what this is doing?
