[JENKINS-65352] Basic Steps Plugin: Add snippet generator hints pipeline step help

The  Basic Step plugin does not have snippet generator hints which can cause frustration to the users as they try to create the Pipeline entirely from the Pipeline steps reference documentation.

  From https://www.jenkins.io/doc/pipeline/steps/workflow-basic-steps/, it looks like almost all steps and their parameters have help text already. I tried selecting the unstable step in the Snippet Generator and clicking the question-mark icons, and the help text was displayed there, too. Help text does not exist for the echo step and its message parameter, and for a few other parameters, but those are pretty obvious anyway.
