There is a need to modify Designate templates

   Horizon seems to be broken or something and it causes deployment issues, we don't really need it in Devstack,
   so as of now would be fine just remarking this line

2. https://github.com/itzikb/ansible-devstack/blob/master/roles/devstack/templates/designate.conf#L44 and Line:66
   are the same lines, so 66 is not needed.
   Note: it's the same for IPV6 Designate template
