Collection-repeat not working on android if inside ion-scroll #407

Collection-repeat not working on android when inside of
What behavior are you expecting?
Steps to reproduce:
- https://codepen.io/kas84-the-decoder/full/OJPZBzO this doesn't work because it's inside a ion-scroll
- https://codepen.io/kas84-the-decoder/full/jOExeze this one works just as expected.
Both samples work fine on iOS and work fine on chrome desktop, I assume this is an android chromium bug, but I'd like to find a way around it so if anybody could please point me in the right direction it would be much appreciated.
Which Ionic Version? 1.x
