no, sync is bidirectional - both devices should see each other's notes. this has been working fine and we've fixed related issues across multiple versions going way back.

can you share some logs? you can use the built-in log viewer at the bottom of the settings page, that's the easiest way. or filter logcat by WebDavSyncService and SyncWorker.

also if this turns out to be a bug, a proper issue would be the right place for it - easier to track
