project_build not using the release parameter

it seems that the -V release (e.g. -V dev) parameter is not working.
this was my .intermine set up
covidmine.properties -> covidmine.properties.tonic
covidmine.properties.gin
covidmine.properties.tonic
and
./project_build -b -v -V gin localhost $d/covid/dumps/cov7g
used the tonic properties instead.

possibly it is using
./gradlew --stacktrace -Drelease=test buildDB
rather than
./gradlew --stacktrace -Dorg.gradle.project.release=test buildDB
