Human GFF script: specifies version in config so fails after every release

Dec 05 10:30:01 [DEBUG ] Downloading ref_GRCh38.p12_top_level.gff3.gz (44.46M) from ftp.ncbi.nih.gov to /tmp/9cop5brVhi

Instead it should just download all gff3.gz files from that location.

File version number is set in NCBIGff.pm
