At the IAB Open @ IETF 110, Eliot Lear pointed out that we should think of protocol extensibility and compatibility differently from "formats".
Protocols have the ability to negotiate, etc. But a data format that is passed through (email content, etc) doesn't have the same ability to use active negotiation, and thus can require more complex backwards compatibility.
