update release process to fix last RB issue

with #642 , release 4.0.15 is near ok, the most important topic = jaxb xjc reproducibility issue is fixed

• From your build v. mine, the order of attributes in Export-Package changes (package + version + uses v. package + uses + version)

yes, this is typical from a mvn clean package && mvn deploy run

This is strange because the release does not imply a 2 phase build on the same root
