Turn CursorService into UserService #11
Description
Currently, attempting to send all existing cursors at start evidenced a race condition we were previously unaware of.
The problem stems from the fact that information about the users lives in the WorkspaceService. Those should probably be moved in the CursorService, which should then become UserService.
