[API] index filter for material

I was pretty sure there was an issue made for this already but seems like not, so yeah, it would be nice if the API would allow filtering surveys (and maybe systems) by what materials were found on a world.

All this wonderful data is only that useful if you can't find out where the best system is containing the materials you're looking for.
