Rust alternative to SVGO

Hey there, I noticed there was a similar previous discussion around using Rust in SVGR.

I've written an alternative to SVGO in Rust (https://github.com/noahbald/oxvg) and thought it might be useful in an alternative to @svgr/plugin-svgo.
It should work well with existing users of @svgr/plugin-svgo as it can make use of existing SVGO configurations.

Let me know what you think, if you need some help I'm happy to make a PR with some guidance!
