input/observations in decimal seconds

Hi Karsten and Jorn,
for high-resolution process simulations we need to prescribe forcing in timesteps smaller than integer seconds. This requires modified time routines. What do you prefer: i) use of float fsecondsofday , or ii) additional argument microseconds?

The present date/time routines in GOTM I made 25 years ago and I don't know if they should be kept.

An additional option would be to change the meaning of secs to be microseconds (or nano, pico).

There is a potential good replacement - https://github.com/wavebitscientific/datetime-fortran. It will require some work to make a replacement.
