Perform proto file validation before generation #59
Description
Perform validation before running the generator to make sure input protos are correctly annotated. In cases that they are not, exit with an error. The validation should be tested against the gapic-config-validator for conformance, see https://github.com/googleapis/gapic-config-validator#conformance-testing
