Add `rel=nofollow` to external facing links on website

Our refs can store a lot of different link information, including links to bad things. To discourage search engine crawlers from promoting bad pages, we should add `rel=nofollow` to most external facing links on our website, with an allowlist for trusted sites such as deps.dev e.t.c

This should be implemented on blog posts, vulnerability pages, and our documentation.
