BYOK encounters GH ratelimit

I'm using the byok mode, which I think won't send requests to GH. But after running for a while, it reports:

Sorry, you've hit a rate limit that restricts the number of Copilot model requests you can make within a specific time period. Please review our Terms of Service (https://docs.github.com/site-policy/github-terms/github-terms-of-service).

Why is that..

Definitely should not happen. Any chance you are hitting your API rate limits and the message is just ambiguous? Kicking off an analysis to chase down the issue.

Where can I find the copilot agent log thus I can dig into?
BTW:

• is there any background report or memory system, that copilot-cli will automatically send reqeusts to GH?
• does the default github-mcp-server have any impact on this
