Compaction agent shouldn't be able to call ask_user, or any tools aside from reading files #2172

Describe the bug
While working with Copilot CLI, after a compaction started, I saw it tell me that the compaction is completed and if I want it to continue the implementation, answering yes seemed to just cause it to get stuck for long- I'm assuming the compaction agent continued working on the task but since the tool calls from it aren't visible, it seems like it's doing nothing. In another case when this happened, I answered it to finish the compaction to not continue working and that it's only the compaction agent and only then it actually successfully finished the compaction

Steps to reproduce the behavior
Seems to happen randomly, specifically happens to me with GPT 5.4 for some reason
Expected behavior
For the compaction agent to never continue working on the tasks itself, to not call tools like ask_user and to simply make the converastion summary
