Describe the bug

My project CLEARLY states where planning work should be done. The latest update has completely destroyed that and my instruction ignored.

This has COMPLETELY destroyed my workflow which includes committing all plan information to the repository. This is now highly annoying to do because the files are not in the repository and do not flow the instructed format.

This can only be due to an internal prompt and started with the latest updates in the last 1-2 days.

   The documents I created are in the session folder (~/.copilot/session-state/...) rather than in the project's work directory (<root>/.github/work/current/<feature-name>/).

   According to the instructions, planning documents for features should be in .github/work/current/<feature-name>/, not the session folder. The session folder is for session
   artifacts that shouldn't be committed.

   Would you like me to:

     - Move the planning documents to .github/work/current/agentic-meta-setup/ following the proper structure?
     - Keep them in session folder for now since this is still ideation phase (not yet approved for implementation)?

Note how explicit the instructions are the file naming above when questioned. Instead I get the following mess:

I deleted all the generated files, started a new session, used the exact same prompt and it done it correctly. 👎🏻

Almost certainly related to the plan mode in 0.0.387.

Same here, and it also always forces me to generate a plan.md in the temp folder despite my request to NOT plan, and just execute a large task

I've installed opencode and with the exact same instructions and agents it works exactly as expected. Spent the entire day today fighting this nonsense so will likely not use copilot-cli agian. Every day is another drastic breaking change
