Duplicate SKILLs present in repo

Why duplicate skill folders present in plugins/ and skills/ directory?
e.g. az-cost-optimize skill present at
plugins/azure-cloud-development/skills/az-cost-optimize
and same content is present in
skills/az-cost-optimize

Isn't there a better way to manage redundant copies ?

Please let me know if I am missing anything.
